Issue: My question is in regards to entry into Andrews on a motorcycle. According to the 91-207 safety pamphlet, the reflective vest is only required during the hours of darkness.Why is it I can roll through on some days and other days I get turned away and not allowed entry? I have even went as far as showing the gate guards the 91-207 instruction after being refused entry. I think a little consistency goes a long way.
Answer: This is the standard and we are enforcing it. The reflective vest is only required at night. However, it may be worn during the day or night. During the day, a bright and contrasting overgarment is required. The safety pamphlet provides photos of this requirement and several examples of the garments that are acceptable during the day. This is the standard that the entry controllers enforce. We continue to have motorcycle riders attempt entry without bright contrasting overgarments. Or, they enter with dark colored backpacks that cover reflective overgarment. They will be stopped and may be cited whenever they enter without the appropriate equipment.
