Issue: Due to the ongoing construction of the new Base Realignment and Closure building, the amount of traffic has increased on Alabama Avenue and it has become unsafe. People aren’t following the 15 mph speed limit, and they aren’t yielding to pedestrians in the crosswalk. An able-bodied Airman might be able to jump out of the way of a car, but some folks crossing are disabled or blind. Maryland law states cars are supposed to yield the right of way to pedestrians in crosswalks. What can be done to improve the safety of people crossing the street?
Answer: Prior to initiation of the BRAC traffic flow plan, civil engineers conducted a thorough traffic pattern review. Every effort was made to divert traffic flow off of Alabama in order to avoid speeding in this high-traffic area. Civil engineers added stop signs at the intersection of D Street in order to slow traffic. In addition, security forces have maximized traffic enforcement to include ticketing on Alabama Avenue to reduce speeding. Indeed, in accordance with the Maryland Traffic Authority, which was adopted by Andrews, drivers are required to yield to all pedestrians in marked crosswalks. We encourage all pedestrians transiting Alabama Avenue to use caution when crossing the road. In addition, we ask Andrews members to report unsafe drivers by providing a statement that includes the make, model, color and license number of the offender with a brief description of the unsafe act to the security forces desk sergeant in person at Bldg. 1845.
